In this case the lien holder maintains control of the title until the lien (loan) is paid off. The most common reason you would not possess the Certificate is that there is a lienholder (lender) for the vehicle. Unfortunately, for this type of transaction you can’t go to to just any DMV office. It is suggested that the simplest and most sure way is to take the application to your regional DMV office. The application for replacement title can be handled by mail according to instructions on the form. This will be required even if the loan had been paid off and the release had been signed by the lender on the face of the title (Not a problem if you had obtained a new “clear” title when you paid off the loan).
